(Policy date September 2004, but the below is not an exact quote of the original email I sent out at that time)(This policy was strongly encouraged for approximately 3 years before becoming official when I became acting KC)

As part of the use of radios to make our communications and coverage of events more effective, we have instituted channel 9 as a single pre-arranged radio channel for chirurgeons at events. This allows any chirurgeons who are willing to be on call to simply turn on their radios when they choose without needing to find the chirurgeon in charge to ask which channel first. This policy is especially important to improve response time on Fridays - as each individual chirurgeon arrives on site s/he can turn on a radio and be available even before a banner is up and even if s/he arrives after the chirurgeon in charge has gone to bed.

The autocrat team of an event is welcome to provide a radio tuned to their organizational channel, but not to require chirurgeons to move to a channel of their choice. It is important for quality of response that a chirurgeon can know that any transmission on his/her radio is relevant to chirurgeons, and not discussions of all the other important aspects of running events that are not at all relevant to a chirurgeon's work. This way the chirurgeon knows to make sure a transmission is heard and acknowledged quickly. This more than makes up for the seconds it takes the constable or autocrat team member to change frequency to channel 9.

It is strongly encouraged to use only radios that have subfrequencies (the small numbers to the right of the large channel number on the radio's screen) that work with Motorola. Most radios do match it, this seems to be the most common frequency system. Chirurgeons then can choose to move to 9-1 or 9-2 or wherever on channel 9 that works best. 9-0 often picks up too much nearby chatter and impairs a chirurgeon's ability to know that a voice on the radio is valid chirurgeon communication.

just curious why you would have picked the one-and-only channel that truckers have reserved for emergency calls since the late sixties?!

Because it's already the emergency frequency, and many of us are "wired" to that memory... the others (who don't have that memory) don't have an expected common emergency frequency, so we used the one that made sense.
